He was elected Senator 1995 where :

  • He was able to author 51 bills and 20 resolutions and successfully sponsored 20 bills aside from co-authoring 65 bills and 36 resolutions.
  • He exposed the "grossly disadvantageous" contacts entered into by the government like the DOTC-Marconi Radar contract and the lease contact negotiated by the Mactan Cebu International Airport Authority (MCIAA) with Water Resort Hotels.
  • He successfully battled all alone in the Senate for the increase in the tax exemption of low-income earners.
  • He filed bills to encourage the development of entrepinoys, organized the EntrePinoy Volunteers Foundation, Inc. (EVFI) and used his Countrywide Development Fund (CDF) for the "Entrepinoy Livelihood Program."

He was one of those imprisoned during the martial law regime without formal charges.

He played a key role in the anti-dictatorship movement of Filipino exiles in the United States where he was able to serve as:

-Founding Director, JUSTICE FOR AQUINO, JUSTICE FOR ALL (JAJA),1983-1986

President, Movement for a Free Philippines, 1978-1988

President, Scholarship Foundation of Filipino Youth, 1965-1969

He held various positions in different private corporations and companies
