GOALS AND VISION
Roco believes in
self-generated economic growth that utilizes the "inner strength and wisdom of the
Filipino." He espouses Competitiveness, Globalization and Economic nationalism
("Being Filipino"). This will be experienced thorugh the following:
Building of competitive enterprises through
strategic alliances among the government, business sector and civil society;
Developing core competencies in the
transition towards global competitiveness and managing required change in local and
national institutions; and
Enhancing the competitiveness of the
individual Filipino; reviving and encouraging small enterprises to grow, prepare proper
policy climate for entrepreneurship; and assuring entrepreneurs access to information,
training, technology, markets and financing; And sustaining local development by
empowering local institutions to set the direction and pace of their development within
the framework of global competition, and starting up local initiatives and linking them up
to regional, national and international networks.
His goals for the next administration include
faster development of the Filipino, Excellent Governance and Equitable economic growth.
TRACK RECORD
- Senator, Republic of the Philippines, 1992-1997
- Representative, 2nd District of Camarines Sur
(1987-1992) and adjudged as First in Over-all Performance in the 8th Congress.
- Called the Honorary Woman for upholding womens rights
and introducing pro-women legislation like the Anti-Rape Law, Anti-Sexual Harassment Law,
And Women-in-Nation Building Law
- As Congressman and Senator, funded various projects for
schools, cooperatives & teachers, scholarships for indigent students; and set up trust
funds for children
- Authored Comprehensive Agrarian Reform Law and the Philippine
Crop Insurance Corporation Law
- Sponsored the establishment of Bangko Sentral ng Pilipinas and
pushed for giving it fiscal and administrative autonomy
- President, Integrated Bar of the Philippines, 1983
- Delegate to the Constitutional Convention, 1971
- As head of the Legal Staff of Sen. Benigno Aquino, Jr.
(1965-1968), he drafted the Study Now, Pay Later Plan
