  • Elected Senator in 1992 where he achieved remarkable success in steering into law 14 landmark health measures.
  • He attended 440 out of the 450 session days conducted by the Ninth and tenth Congress where he filed 327 Senate bills as Principal Author or Co-Author, and 283 resolutions, many of which became the subject of congressional hearings in aid of legislation; conducted 76 hearings as Chairman of the Committee on Health, 33 Hearings as Chairman of the Committee of Games, Amusement and Sports. And 29 hearings as Chairman of the Committee on Energy.
  • Elected as Congress Representative for the Lone District of Parañaque, 1987.
  • Councilor, Pasay City, 1971-1978



  • Recognized as One of the Top Ten Human development Advocates of the 9th Congress in a study conducted by the Philippine Legislators’ Committee on Population and Development, 1995.
  • Ranked as the Top AIDS Advocate of the 9th Congress.
