VISION AND GOALS

Bagatsing envisions "that before the turn of the century the Philippines shall have regained its pristine glory…, a country at par with the leading urban centers of Asia in terms of development and prosperity…where every Filipino shall be afforded the opportunity to live a decent human life… where every Filipino need not be enslaved in foreign lands…"

He believes that "under the era of responsible governance in a democratic system, where government and its people can work together with commonality of vision, this can be achieved… not for our sake but for that of our children and our children’s children."

  • Elected, Congressional Representative of the 4th District of Manila in 1987, reelected in 1992 and 1995 where he was among the youngest, authoring and co-authoring numerous laws aimed at providing the youth with the tools and training to respond to the challenges of a highly computerized future such as: Free High School Bill, Science and Technology Scholarship Act, Children Television Act and the Anti-Hazing Law.
